Budget Update: Medi-Cal Threatened as
Budget Deal Approaches [Updated 07/26/03]
Senate leaders are
close to reaching a budget deal that would include significant cuts to
Medi-Cal. Though the final details of the deal have not been released, CMA has
learned that provider reimbursements would be cut by 5 percent for three years
. Reports also
indicate that the deal may eliminate some optional benefits for Medi-Cal recipients. These
proposals come even though the federal tax cut bill has made available to
California an additional $1.3 billion in federal matching funds for Medi-Cal, enough
to offset the proposed cuts.
CMA is asking physicians to immediately call their local legislators and urge
them not to take money away from Medi-Cal.
It is important that contact be made as soon as possible because the Senate
is expected to meet to vote on the budget as early as Sunday.
Please make sure that they understand that Medi-Cal cuts will not only harm
the state's most vulnerable populations, but will also end up costing the state
more in the long run by shifting the cost to the even more expensive and
overwhelmed emergency and trauma system. And for every dollar cut from the
Medi-Cal budget, California loses more than a dollar in federal matching funds.
California must maximize federal dollars given the magnitude of this budget
crisis.
